Here are a couple things that you should make sure you do when narrowing these down.

Make sure you understand the KPI
The benefit to mobile CPA offers is that the payout is typically higher than a cost per install offer. This is always because there is a specific action that the advertiser has put in place for the user to complete before payment is made.
Use common sense to determine if the KPI is something that is going to be attainable if its a hard-KPI, or if its just a guideline such as a soft-KPI that doesn’t affect your payment.

Only run mobile CPA if your getting it direct or 1 agency re-broker
We strongly advise that you only run a mobile CPA offer that is as close to the original advertiser as possible. This is because agencies typically have a difficult time passing back the conversion if the conversion takes place after the user leaves the offer page.
Scenarios you will need to watch for is if the conversion happens to be a (taxi offer) customer has to take a first ride, or if (casino offer) user has to deposit a preset amount determined by the advertiser. This is often reported poorly from the advertiser to the agency.
If the agency you are running it with isn’t communicating with the client then you are at risk of the message being lost in the shuffle.

Find out what the cap is/what do you need to do to get additional cap
We are not sure about you, but we want our efforts to be spent on offers that either have a large cap or a potential for a big budget so we can make revenue from our marketing campaign.
Running offers can require a lot of research before promotion begins, make sure you spend your time promoting an offer that is going to be able to scale with you.

What is the CR
Don’t be the guinea pig. Make sure there are other people running the offer you choose to promote and that the conversion rate is going to make sense to provide a quality ROI.
There are a lot of offers in affiliate marketing that look good, pass the checklist you have but may not convert. Let someone else spend their budget testing the campaign. Ask your Affiliate Manager what the CR is and make sure this is apart of your decision making process
